1) Who operates this site

AZ HOA Watch (azhoawatch.org) is a project of Arizona Civic Access Institute, Inc. (the “Institute”), an Arizona nonprofit corporation. The Institute does nonpartisan civic education and research. It preserves, indexes, analyzes, and publishes judicial, administrative, governmental, and community-governance records.

Until September 18, 2026, this site was operated by Hound LLC. The Institute now maintains all content, including material published before that date.

The Institute’s projects are AZ Court Watch (azcourtwatch.org), AZ HOA Watch (azhoawatch.org), and NoFelons.org (nofelons.org). All three use this notice.

2) Tax status

The Institute is an Arizona nonprofit corporation organized for charitable and educational purposes. It has not yet applied for or received recognition of exemption from federal income tax under Section 501(c)(3) of the Internal Revenue Code. Do not treat any payment or contribution to the Institute as a tax-deductible charitable contribution unless this page says the IRS has recognized the exemption.

3) Education and research, not legal advice

Everything on this site is general information for education and research. It is not legal advice, and it may not apply to your situation. The Institute is not a law firm and does not provide legal services. Reading this site, submitting a form, or contacting the Institute does not create an attorney–client relationship. Those communications are not privileged or confidential. For advice about a specific matter, consult a lawyer licensed in Arizona.

4) Nonpartisan

The Institute is nonpartisan. It does not support or oppose any candidate for public office or any political party, and nothing on this site should be read that way. Judges, administrative law judges, and other public officials appear on this site because they appear in the public record.

5) No government affiliation or endorsement

The Institute and AZ HOA Watch are not affiliated with, endorsed by, or sponsored by the Arizona Department of Real Estate (“ADRE”), the Office of Administrative Hearings (“OAH”), any court, or any association, management company, law firm, or attorney named on the site. Names of courts, agencies, associations, companies, and people identify them. They are not endorsements. Trademarks and logos belong to their owners and are used only to identify and discuss them.

6) Public records and accuracy

This site is built from public records and other publicly available sources. Those sources can be incomplete, redacted, delayed, or changed later by the court or agency that issued them. The Institute works to be accurate but can make mistakes. The official record kept by the issuing court or agency controls. For certified copies, or records needed for legal use, contact the clerk or agency that keeps the record.

Summaries, statistics, categories, and outcome labels (for example, which side “prevailed”) are the Institute’s descriptions of the records. They are not findings of fact or law and are not official.

7) Automated and AI-assisted content

Some summaries, captions, transcripts, categories, and extracted text are produced with automated tools, including AI models, and can contain errors. They are labeled where practical. When exact wording matters, rely on the underlying record or recording.

8) People and organizations in the records

Public records name parties, lawyers, judges, witnesses, associations, and companies. Appearing on this site does not mean a person or organization did anything wrong. Allegations in a filing are only allegations until a court or agency decides otherwise.

9) Corrections, privacy, and removal requests

If something on this site is wrong, out of date, or exposes sensitive personal information, email [email protected] with the page address and what should change. Sensitive information includes a Social Security, bank, or card number, a protected address, or information about a minor. The Institute reviews good-faith requests and may correct, update, redact, or remove material. It may decline to remove accurate public records that serve the site’s educational purpose.

10) Not a consumer reporting agency

The Institute is not a consumer reporting agency, and nothing on this site is a consumer report under the Fair Credit Reporting Act. Do not use information from this site to decide anyone’s eligibility for credit, insurance, employment, housing, or any other purpose covered by that Act.

11) Copyright; takedown requests

The Institute claims no copyright in court opinions, government records, agency documents, or recordings published by a court or agency. It also claims none in third-party content shown on this site. Whatever rights exist in that material stay with its owners.

Copyright complaints. If you believe material on this site infringes your copyright, send a notice to [email protected] or by mail to the address in Section 1. The notice must include: the copyrighted work; the page address of the material; your name and contact information; a statement that you have a good-faith belief the use is not authorized by the copyright owner, its agent, or the law; a statement, under penalty of perjury, that your notice is accurate and that you own the copyright or are authorized to act for the owner; and your physical or electronic signature.

12) Your submissions

When you submit something (for example, a correction, a message, or a request), you confirm that it is accurate and that you have the right to submit it. You also allow the Institute to use it to run this site. Do not submit confidential or sensitive information you do not want the Institute to hold. The Institute does not sell personal information.

13) Acceptable use

Do not use this site to harass, threaten, or intimidate anyone, or to misuse personal information found in public records. Do not try to gain unauthorized access to the site, interfere with it, or collect its content automatically in a way that degrades service for others.

14) Links and embedded services

This site links to and embeds other websites and services, such as court and agency websites, YouTube, Spotify, and Google Analytics. The Institute does not control them, and their own terms and privacy policies apply.

15) No warranties; limitation of liability

The site and its content are provided “as is” and “as available,” with no warranties of any kind, express or implied. That includes warranties of accuracy, completeness, timeliness, merchantability, fitness for a particular purpose, and non-infringement. To the fullest extent the law allows, the Institute and its directors, officers, volunteers, and contributors are not liable for any indirect, incidental, special, consequential, or punitive damages. The same applies to any loss arising from use of, or reliance on, this site.

16) Governing law

Arizona law governs these terms, without regard to conflict-of-laws rules. Any dispute about this site will be brought in the state or federal courts located in Maricopa County, Arizona.

17) Changes

The Institute may update this notice. The effective date at the top shows the current version. Using the site after an update means you accept the updated notice.

18) About AZ HOA Watch

AZ HOA Watch indexes and summarizes Arizona homeowners-association disputes decided through ADRE and the OAH, along with related court records. Counts, rankings, dashboards, and pages about associations, management companies, law firms, attorneys, and judges reflect only the matters in the Institute’s collection. They are not a complete record of anyone’s work and are not a measure of anyone’s competence or conduct. Commentary, where it appears, is labeled as the Institute’s commentary.

Disclosure. The Institute’s founder, Jeremy R. Whittaker, has been a party to HOA matters indexed on this site, including matters involving the Val Vista Lakes Community Association. Those matters are indexed and summarized under the same rules as every other matter.
