If a developer or owner is incorrectly underpaying their HOA assessments, are they automatically barred from voting in elections?

Not necessarily. If the CC&Rs only disqualify voters who are paying reduced assessments 'pursuant to' a specific section, underpaying due to an error outside that section may not trigger the disqualification.
